I lived in West Hollywood for two years and always thought it to be fairly safe as far as city living goes. Park La Brea is pretty good -- that's the apartment complex I lived in. It's about 8 blocks south of Sunset strip and 4 or 5 east of La Cienega Blvd. Less than a mile from Beverly Center. Lots of cute restaurants and young people. Check out that area.

Please consider the cities in Orange County. Orange county is an adjacent county south to Los Angeles County and north to San Diego County.
Irvine in Orange County has been voted again to be the safest city in the US. I live in Anaheim, the home to Disneyland, Anaheim Angels, and the Mighty Ducks. The overall crime rates in the cities in Orange County tend to be below the national average.
I moved to Anaheim from New York City. I am in a much safe city now than in NYC, where my mother was rubbed in day time at a subway station and my house was intruded once.

The beach cities and everything on the beach side of the 405 freeway tend to be safer. Everything on the inland side of the 405 freeway can get scary.
There are some pockets of decent places, but they are hard to find and tend to be expensive.
Look into parts of Torrance, North Redondo Beach, Lomita, (All part of the South Bay), South Long Beach, Huntington Beach if you can get it, parts of Newport Beach and Irvine.
Stay away from Santa Monica and Venice Beach - horribly expensive...

Glendale/Burbank/Pasadena
Specifically GLENOAKS. (part of/above Glendale)
They are a bit expensive but not "rich" .. my rent is cheaper then in some of the dangerous parts..
La Canada, Tujunga, Glenoaks, etc. all these are nice family places..
West LA is nice but RIDICULOUSLY expensive, not family oriented, and too much traffic..
Santa Monica has some nice parts but since is the beach is more expensive..

When it comes to LA, you get what you pay for. The valley is probably the cheapest but has the least to do. (Just suburbs with countless strip malls) All the action happens elsewhere (downtown, santa monica, hollywood ect) But its more money. So if you want a more "quiet" place try the valley, more to do and pay, try everywhere else

El Segundo's just like a small Midwestern town on the beach side. Of course the other side has LAX.
