I live in WV, smoking is legal in bars. The only way I can open a hookah cafe (smoke flavored tobacco in a cafe setting), is if I sell alcohol. Why? If people knowingly go into a business specialized in tobacco.. how is that breaking the law?

Just because 80% of my business doesn't come from alcohol?

All states have stupid laws with respect to alcohol and now tobacco is being added to the confusion. This sounds like a good example.

haha wow...thats weird that you would have to have alcohol to open a hookah bar...doesnt seem like its really justifiable to me! go mountaineers!

My guess is that it is state law. If you do not like the law then lobby.
