Yes. Cook it all the way.
To cook and become tender, rice must absorb steam. If it were uncooked or partially cooked, it would likely not get enough steam from the chicken breast to finish. This assumes you are baking or frying the chicken breast, not braising it in liquid.

Cook the rice according to pkg. directions. The only time you wouldn't cook it is if you had it in a casserole with cream soup and water so the rice had something to absorb while cooking. HINT: Use chicken broth for your liquid when cooking rice it will complement your chicken.

it depends on the rice but if you do cook it part way because boneless chicken cooks fast

I generally cook my rice first because you can just leave the cover on the cooked rice (with heat off) until you need it and it will stay pretty warm.

yes, but let it cool before stuffing the chicken. doesn't have to be cold but cooled off in fridge for about 15 min.

i'd cook it 3/4 of the way becuase you dont want it too cooked when your chicken is done.
