Every girl wants the question to be a very special time. It depends upon her and what she likes and doesn't like. Be creative, keeping in mind her personality and likes and dislikes.
If she is romantic:
A horse drawn carriage, a dozen roses with the ring in the center of one. a champage dinner with the ring in the champagne. Get down on your knee--the whole enchilada.
If she is more adventurous, propose on a hot air balloon ride, hire a small band and serenade her, blow up a bunch of balloons and put the ring inside of one. Tell her inside one of the balloons is a special prize. Pop them one by one. Write on each one pet names, things you love about her, special memories, words of love etc...,

Do you guys have a song? If you do, and the artist or band that has released that song is still touring, then take her to a concert of that artist. Don't get up on stage and make a big spectacle about it, instead, when they start playing that song, take her hand and get down on one knee, and pop the question. That will be way more impressive, then if you paid some guy to let you on stage for 5 minutes and proposed, and it saves you money.
You could also take a shoe box, wrap it up so that you can open it without ripping the paper. Get a bunch of small things that she likes that will fit in the box, make a mix cd, some chocolates or her favorite candy, maybe a picture of the 2 of you and the ring box and ring. Give it to her just out of the blue, like there was no reason for her to get a gift.

Take her for a nice day out. Say you just want some quality time and where would she like to go. That way you know that she'll enjoy the day out and you can be as spontanious as you like! You could do it over lunch, on a fair ground ride or just walking in the park. Go with what feels right and when the mood takes you. If you plan to the last detail you'll be stressing if you don't feel ready. Good luck!

Get the ring first. Do all the 'normal' stuff you would do and then seize your moment. If it seems like a normal day to her, thats the biggest surprise. Oh, and if you like, do go down on one knee...its such a lovely gesture and too many people forget how much that little bit of humility can be the greatest compliment to a girl. Ask her formally - don't be shy about that...its a serious business...don't let her believe for a second that you are only joking. She will remember it for the rest of her days...good luck.

this is how my brother in-law proposed to my sister- they went away for her birthday to a hotel on the beach. she was kind of expecting to be proposed to that weekend since he had dropped all kinds of hints. when they arrived at the room there was a big basket waiting for her with all kinds of goodies, but no ring. before they went out to dinner that night he gave her her birthday presents (which were in a series of different boxes), but no ring. at dinner he had arranged for them to dine on the beach at a private table, and still at the end of dinner no ring. at that point she was completely sure that she had read him wrong and he was not going to propose. the next day they went down to the beach, as they were walking into the ocean together he slipped something on her finger without saying anything. she looked down and there it finally was- the ring. she was completely surprised. i personally love what he did, but you have to consider what she would like. good luck!

My son just proposed to his GF; they were doing housewrok stuff, tidying and picking up....he was pretending to be searching for somehting on the floor....she asked him what he was playing at..he said, "I'm looking for something"
she said "what ?"
He said, "Oh, I found it. It's just....an old ring that I thought you might like to wear(producing ring and already being on knees!)will you marry me?"
She was caught totally off guard, never saw it coming; screams of "YES!YES!YES! from both of them!!
Ah, the joy of it!

Do NOT do it in front of other people. it is private and intimate. make sure you have the ring but more importantly make sure it fits!!!
make it romantic, but not too obvious, if you take her out to a fancy meal etc then she might twig that somethings up. do something that you always do, and just spring it on her. good luck!!!

Get your mates together to help. Dress up like the SAS. Storm her house using flash bangs, tear gas etc. Arrest her for terrorism and throw her in the back of a van, driving off at speed. Take her, bound, blindfolded and gagged to a hotel. In the hotel room, have a new dress for her. Tell her to go into the bathroom, shower, make herself respectable and come back out wearing the dress. Whilst she's in there, have room service bring the meal, champagne, candles, etc. Hide in the wardrobe and when she comes out of the bathroom tell her to sit down. Tell her:
"There is only one question that needs to be answered. Close your eyes, count to ten and then open your eyes and tell me what the question is."
Whilst she has her eyes closed, get out of the wardrobe and stand in front of her holding a large peice of paper saying "Will you marry me?" and the ring, of course.

slip the ring onto her finger in her sleep, when she wakes up in the morning, see how long it takes for her to notice that the ring is on her finger.

Do NOT tell her friends you are going to ask her that is for sure.
And just randomly ask her if it is random then it is always a surprise :)
