My dog has scabs all over his body,he has a horrible oder no matter how often I bathe him, and it's not MANGE. Please tell me what it could be.

Could be an allergy! Take him to the vet and have him tested!

Take him to a vets please, we can't tell on here, we haven't even seen him. How do you know it's not mange? How do you know it isn't fleas? How do you know it isn't the food he's eating? How do you know he's not ill? How do you know the stuff you using to bathe him isn't making it worse?
You don't - so take him to a vet.
