THE STATUTE IS WIS LAW--346--RULES OF THE ROAD--IE 346.50--RESTRICTIONS ON PARKING / STOPPING ON A ROADWAY.

WHERE YOUR VEHICLE HAS BEEN STANDING-PARKED AND YOU PULL OUT OF YOUR AREA, YOU WILL YIELD RIGHT OF WAY TO TRAFFIC APPROACHING ON THE HIGHWAY?

Are you asking for an explanation of that?
It means if you are parked and want to pull into the road, you are required to wait for all the traffic to pass. It's not legal to pull out in front of someone or hit them with your car.
If you're asking for the statute number, I don't know.
