I heard it was to keep the tires warm, but since they've already been going around the track a zillion times, wouldn't the tires be warm enough?

to keep tyres at maximum tempreture for full grip.
its not only nascar, its seen in all motor racing on track.
from carts to f1, even illegal street racers will do this.
those who say its to clean the tyres are talking crap.
tyres in race cars are not inflated as high as a normal road car because the high tempreture from the tyres traveling at high speed expands and creates its own psi.

They do that so that they clean off any access rubber or dirt on the tires. They also do it to warm up the tires by creating friction by swerving back and forth so that when they accelerate on the restart they wont smoke the tires and slow down....Its like how drag racers smoke the tires before they make there run...because if there hotter they wont spin as easily creating a burnout...= ) I tried my best to explain...

To get any bits of rubber that build up on the track (called marbles) off the tires before they go full speed.

otherwise the tires will just spin and get them into a wreck.

It is to keep up the temperature.
Remember that going slowly (for a racing car) cools the tyres down so by "weaving" you keep applying friction and heating up your tyres.
Also you need the heat to keep the tyre pressure correct so that the car will run as it was set up. :)

When they slow down for a yellow, their tires will cool off so they still have to try to build up as much heat as possible again. Also, they are trying to scrub off any debris/marbles they may have picked up on their tires.
