If they are American citizens then they are required to have passports to enter if traveling by air but they are NOT required to have them currently if arriving by land. It was slated for October of 2007, delayed until 2008, and now appears delayed until 2009. I strongly recommend they have good identification with picture ids though.

U.S. citizens can get into Canada with either a passport OR and "enhanced driver's license" ( New York State anyways ) which basically does a background check on you and the information is "embedded into the license but shows up when scanned...both coming TO the Canada ( they punch it in the computer and scan it on the American Side. ). You can't enter Canada if you're an American Citizen if you had a DWI or DUI in the last 10/11 years as Canada considers that a Felony. There CAN be certain regulations to let and American enter for say 24-48 hours by paying a FEE ( like $200-400 dollars ) but that's still up to the Canadian Custom Agents. You USE to be able to get across with just a regular driver's license and birth certificate. Those days left after 9/11 attacks.

The rules are back to normal and require a passport for flying only. It's been that way since January. But because of a backlog in the passport office they changed the rule for the summer and required that you only needed to have applied for a passport to fly. That is what just ended.

For land or sea entry you don't need a passport until next summer. That date was suppose to be January, but was put off until next summer. You can see you have to keep watching because it changes frequently.
