Endure the pain and let it come to a head, either on it's own or through the application of hot compresses or some other form of heat, or go to a doctor and have it lanced and drained.
If you have a tendency to have boils and this is not your first, you should be tested for diabetes. Boils are a common indicator of high blood sugar levels.
This is not the only cause for boils, but it's something that you need to know about if it is so in your case.

Boils commonly develop because bacteria have infected hair follicles (the small openings out of which hair grows).
Staphylococcus aureus ("staph") is the name of the bacteria that usually infect hair follicles. The bacteria normally live on the skin, particularly on certain parts of the body (rectum, nose, mouth, and genitals). The bacteria cause an infection only if they penetrate the skin through a scrape, irritation, or injury of some kind. Sometimes friction (from clothing, for example) will cause a hair follicle to swell up. The opening becomes closed, trapping the bacteria inside and starting an infection.
For treatment at home you can:
Put a warm, moist cloth on the boil or carbuncle for 10 to 15 minutes at least 3 times a day. This helps the boil come to a head and drain on its own--the safe way to drain. Once the boil begins to drain, you will have less pressure and pain.
Clean the skin around the sore with antiseptic soap. Protect it with a loose gauze dressing until it has healed. Take care not to spread the drainage to other parts of your body or to others. Do not share your towels or washcloths with others. Wash your hands well after caring for the boil.
Take acetaminophen or another pain reliever.
These steps will help relieve the pain, reduce the risk of spreading the infection, and help boils to heal.
See your health care provider if:
A boil does not drain and heal with treatment at home.
The boil lasts longer than 1 week.
The boil becomes very large or painful.
You are an adult over the age of 65.
You have diabetes.
You have a boil on your face or near your eyes or nose.
You have a cluster of boils or they become increasingly more common.

Either sit in a tub of hot water until the head surfaces, which is less time consuming and less painful, or buy some drawing salve (icthammol) and put it on it. Heat will definitely draw the infection to the surface. There is not really any reason to use the peroxide or bacetracin until the boil ruptures.

My suggestion would be to fill your bath tub with very warm water to which you add 1/2 bottle of hydrogen peroxide. Then, just sit in the bath for about 20 mins. You may need to do this twice a day for a couple of days and the boil will either burst or just go away.
However, if you get a temperature, please go to the emergency room or your doctor's office to have it lanced (drained). Infections of this type can be dangerous.

The answer Kelley said about going to a doctor and getting it lanced. is right. If done improperly it can infect your whole body, then you really will have a time of it, that is if you make it out alive.
One other think I was told when I got a boil in high school. My told me I was not getting enough Vitamin "D" in other words not drinking enough milk.

I know this may sound extreme, but I would go to the doctor. They need to look at it, because it may need to be drained. I'm a pediatric RN and we have had many kiddos come in and have butt abscesses drained. You want to make sure it's not MRSA (methycillin-resistant staph aureas). If they drain it they can culture it and start you on antibiotics.
But whatever you do, DO NOT pop it or try to lance it yourself. That's a BIG no no!

Bitter gourd is another effective home remedy for blood-filled boils. A cupful of fresh juice of this vegetable, mixed with a teaspoon of lime juice, should be taken, sip by sip, on an empty stomach daily for a few months to treat this condition.
Boils treatment using Milk Cream
Milk cream is beneficial in the treatment of boils. One teaspoon of milk cream, mixed with half a tea spoon of vinegar, and a pinch of turmeric powder, makes an excellent poultice. It helps in ripening the blood boils and in their healing without allowing them to become septic.
Boils treatment using Betel Leaves
Betel leaves are a valuable remedy for boils. A leaf is gently warmed till it becomes soft. It is then coated with a layer of castor oil. The oiled leaf should be spread over the inflamed part. It should be replaced every few hours. After a few applications, the skin boil will rupture, draining out all the purulent matter.
Boils treatment using Cumin Seeds
Cumin seeds are beneficial in the treatment of boils. The seeds should be ground in water and made into a paste. This paste can be applied to boils with beneficial results.
Boils treatment using Margosa Leaves
The use of margosa leaves has proved effective in boils. They can be used as a poultice, decoction, or liniment with beneficial results. To make the decoction, 15 gm of margosa leaves should be boiled in 500 ml of water till it is reduced by one-third.
Boils treatment using Parsley
To treat boils, this vegetable should be steeped in boiled water till it is soft and juicy. When comfortably hot, it should be wrapped with clean muslin or linen cloth and applied to the boils as a poultice.
Boils treatment using Turmeric
Application of turmeric powder on boils speeds up the healing process. In the case of fresh boils, a few dry roots of turmeric are roasted, the ashes dissolved in a cupful of water, and then applied over the affected portion. This solution enables the boils to ripen and burst.

maybe they are sores from sweating and rubbing of the foreskin and head of your wiener you could like pull back the foreskin and find some way to keep it back for your little friend to heal
