Since you've never met her, and future hubby won't give you any ideas, the most you can do is give a token gift.
That is, usually a gift shows your thought about the person, that you spent some time figuring out what would please them, based on your knowledge of them.
This you lack, since you've never met.
So, a nice picture frame.
Edibles (ask future hubby if there are things she hates or is alergic to -- take him to a "nummies store" and ask if this or that basket would be good).
Take flowers in a nice, tasteful vase.
If she's not opposed to alcohol, take wine or a liquoer.
You could take a bunch of pictures of future hubby and make a collage.
Since you don't know her taste or what she has already, or what she needs, a nice neutral gift is the best you can do.
Anything that tries to be specific is likely to fail.
Flowers in a vase -- but make sure she's not allergic.
If hubby is not helpful, it MAY be that it really doesn't matter and the gesture is sufficient.
(And tell him from me that, if that's not the case, he's not being very helpful and you should consider dumping him.)

You're off to a good start if you know it's her birthday and you're planning on getting her something :) I'd ask your future hubby what she's in to. If he doesn't really know, and you know nothing about her, I usually spring for the bath/massage stuff. It's kinda generic, but if it's like a massager she's never seen before then she'll love it. If you want to be a little more original, I'd go for a nice bracelet, earrings, or you could take something you do, like if you are really good at crafts, and make her something awesome. Older ladies love that kind of crap :) Good luck :)

You don't want to give her anything too personal; because you don't know well enough nor how she may react to something.
Some in-laws are tough, stick with a traditional, non offensive gift. Like a candle (if she's not allergic to perfume that is), or a nice potted plant or flowers (again, if she's not allergic).
Sometimes a really nice card works well too. She shouldn't expect much from you, you haven't even met her yet.

Can you possibly post what some of her interests are so we can give you more specific ideas?
In general, you should not spend too much (nothing over $50 for certain) because if you do, you will certainly appear to be trying too hard.
Why won't your man tell you what she likes? That seems childish.
I would stick to something simple, like flowers or a nice box of candy or even just a thoughtful card.

You should as your fiance as to what she is into. So far the best gifts that my mother in law has ever really liked are anything having to do with her son. You should take her out to eat and give her a heartfelt gift. They make mother in law gifts personalized gifts. You have a wide selection. It could be about her or just any of these things with her son as a baby.

I would spend hours flipping through old photos of your fiancee and hope you can find a great one of either him as a child or one of him and his mother or one better would be a great one of her pregnant with him.. and scan it to black and white and buy an antique looking frame and give it to her... what mother would not love a photo of her son or one of the 2 of them. Personally I would not give her one of the 2 of you on your first meeting... kinda arrogant or pushy.. You cannot go wrong this way. It shows you put time and effort into her gift and are thoughtful. Please no gift certificates it shows lack of class.

Buy her a $20.00 candle, wrap it and give it to her. Really nice scented candles can be purchased for $20.00. Don't forget a nice female kind of card with flowers. If she doesn't have a daughter, you will be a delight. Offer to help in the kitchen every time she is in the kitchen.

Ask your fiance if there is a store that she likes and get her a gift card to there. Otherwise, a loaded Starbucks card fits most people. Put it in with a card on which you wrote "think of me every time you enjoy using this card."

Ask your fiance what her hobbies are and try to get her something like that. Or ask if she would like a gift certificate to the spa. If so give her fresh flowers and the gift certificate.

wow. i would HATE to be in your shoes right now. i would say ask your future husband what you should get. or ask if she likes to get her nails done etc. gift certificates are always good especially if they're to pamper yourself!!!! i would LOVE to get one for a massage or pedicure! plus it's not overly impersonal like a gift card for a store.
