I want to make my next door neighbors so miserable they will want to move. What can I do to ensure that this will happen?

I think that you will end up moving before they do.

You should make plans to move. No matter how fabulous the house or neighborhood, your neighbors can easily be the most important thing in the neighborhood.
Before this turns in to something involving the law, why don't you make plans to get out of there?
There is no reason for you to win this little war. Just consider this fates plan that you are not supposed to be there.

No, don't do that. It could escalate into a very dangerous situation. My next door apartment neighbors are SUPER loud with their bangs and booms. I wish they would leave. But I do realize that if I declared war on them, little would change. I must be tolerant of others. Maybe this is a test that I have to endure. But if they are too loud, I am not afraid to knock on thier door and ask them to quiet down. But I will not resort to passive agressive behavior. I confront problems face to face as soon as they occur.

We don't know what the problem is, whether it is the neighbors problem with you or you being a problem for the neighbors sooooo, I would just suggest if it is really bad, consider moving, if possibly, to the country where you won't have neighbors real close. :)

I'm not sure what they've done to you to make you hate them, but you can't go through life being vengeful. I suppose you can, but you'll be the miserable one.
I'd suggest you either forgive them or you move.

Doing this will only bring you problems beloved. The Bible says "love thy neighbors as thyself". You would do better to be kind..than evil.

Start loving them. Pray for them. Smile every time you see them. If they need help, offer to help them. Be the best neighbor that you can be.

Be careful what you wish for and your involvement in it! You can do any number of things, many of which will land you in jail.
