the Pentagon always wants the other countries to do it first.
And then they want to confirm it.

Because they are the greatest deterrent against a country taking military action against you. If the US were to dismantle its nuclear arsenal, then invading the US becomes a real possibility. It's much easier to hold on to them and not worry about getting invaded / taken out.
I don't view nuclear weapons as weapons in this day and age. The threat of using them is enough. They're more like bargaining chips; really. The US invaded Iraq and they had no WMDs. North Korea does / did, and Iran might be acquiring one, and they aren't getting invaded....

It's a Pandora's Box thing. Once a weapon has been invented and the technology is available to almost anyone, it is impossible to act like they don't exist any more. It's always better to deal from a position of strength than weakness.
Sort of like the old saying about bringing a knife to a gun fight.

It's an act of deterrence. Since nuclear weapons now exist, then we can't "uninvent" them. Many nations now have nukes, so better grab some to before they lock they sights on you...

The US is well ahead of schedule in reducing its nuclear stockpile. It isn't as if these weapons can simply be thrown in the trash bin.
