Get caller id for your phone. Don't delete the information on when he calls but use it as evidence for police. Place inexpensive cameras around the house perimeter, and also motion sensing lights. Swear out an order of protection against him, it won't stop him but you have more of a chance to get him arrested if he acts up. Place a "no trespassing" sign on your property, if he trespasses, again you have more leverage to arrest him. Try and change your daily routine and habits to throw him off. If all fails you can have a "friend" pay him a visit. He can believe that you are responsible all he wants. He needs to prove it. Good luck.

Call the police and have him charged - the telephone company will provide records of the phone calls for prosecution.

You need to be brave and confront this person.
Your running away in fear gives him power to continue.
Each time you see this person you need to have the courage to walk outside, walk over to him, and keep asking him why he is bugging you. And you need to do this every time. When this person sees you are no longer afraid, he may stop.
It's always difficult to deal with anybody who is unreasonable. But the best way is to be strong, stand up, and confront them and show them you are no longer afraid.
