Not having time to wait around at any fire station_if they were to hear me out on this, which I don't know_and not been able to spend time on phone, is there a way for me to contact the FIRE CHIEF on my city through the internet; through my email?

Well, it depends on your city and fire chief. Check your local government website and see if they have it listed.

Keep in mind though, that e-mails tend to be "low priority" and there's a good chance you'll never get a response. you'd be better off going to the fire house and leaving a physical message for him (a written note with your contact information, hours of availability and what you want to discuss).
