So my daughter is having her birthday party at a roller skating rink, and I would like parents to know that they may stay, however if they would like to also skate, it will cost them $2 to do so. their child is payed for already by me. what is a tacktful way of writting that on the invite?

First off, you should NOT have to pay for the parents. You have already done enough with the party I'm sure. Simply say something like Parents are more than welcome to stay. For those parents who wish to skate, there will be $2 fee.

How old are the kids? I would think a toddler would be too young to skate without a parent, so you really should pay for them too as they won't really have a choice about whether they want to stay and skate or not.

The best way to put it on the invitation would be just to state that if the parent wishes to stay and skate the fee for the adults will be $2.

I guess you could include a P.S. on the invitation that says,"for any parent who wishes to stay and skate, be advised the fee will be $2". By telling them the fee, they should get the message that they are expected to pay for themselves.

parets are also invited but there will be a 2 dollar charge for rental of skates

Please pay for the parents to skate ... it's the right thing to do.
