Today as it was a nice day where I live I was sitting outside my flat with my boyfriend. My cat was running around doing cat things when a woman walking her two dogs decided to let them off to chase my cat (she obviously didnt see me). The dogs chased my cat under a car and one of them (they were both terriers) was biting his back legs and tail. I pulled the dogs off as this woman just stood there and watched. I was screaming at her to get her dogs back on their lead and she was just saying that dogs were always off their leads round there.
The dogs then chased my cat into my block and one of the dogs peed to mark its territory.
The woman did nothing. I told her I was going to call the pound and she told me I had no right to do that.
What can I do legally as I am not having this woman set her dogs on my cat each time he is out.

Yes I know that dogs chase cats and if it had been one dog my cat would have probably kicked its bum to next week but its the fact that this woman purposely let her two dogs off their leads to chase my cat.

There are several things that you can do.
Call the RSPCA and do an anonymous report for agressive dogs off leads.
Call your local Council Dog Wardens and report the agressive manner to them also
Get a gun and shoot the bastards down

1) Call the law- I'm sure there are Leash Laws.
2) Call your local Humane Society.
3) Take a picture of the woman the next time she comes up your street with her dogs. MAKE SURE SHE SEES YOU TAKE THE PICTURE.
4) Buy some mace and USE IT ON THE DOGS.
5) And just so you know? If you do not address this problem IMMEDIATELY? Those dogs will kill your cat. Terriers are bred for hunting RATS, and as far as they're concerned your cat is just a big rat.

Unless there is a leash law where you live I don't think there is a whole lot you can do. I guess if you wanted to you could call the animal control and let them know although most won't do anything unless the animal is attacking a human. Personally I'd get a pellet gun and shoot the dogs when they did this. I own two labs and they are on a leash out front and if not won't chase unless I let them chances are this is the same with hers although they are terriers and are dumb

Dogs chase cats.
Actually I will back a rough cat against a dog any day. If you have ever had a dog attacked by a cat as I have and a friends did last week you will know what I mean. it is almost impossible to get it off without a bad injury from the cat. I like cats but I am under no illusions about there ability to defend themselves

Most areas have leash laws when animals are off the owner's properties. Just because the dogs" were always off the leads round there" doesn't make it legal, ignorance of the law is no excuse.
You can also call the SPCA, and get them involved as it maybe considered cruelity as she is allowing the dogs to harass/attack your cat.

Well as far as i can see, If you know where this said woman lives you can pass on her details to your local animal protection office( Im from uk not quite sure what you have in the states) see if they are able to do anything. sounds to me like she likes taunting other animals with her dogs, im an animal lover and to see people treating other animals in the way you describe is disgusting really. REPORT HER and see what can be done..if nothing comes of it, make a diary of the times she walks her dog..and then you can use as evidence...hope this helps..GOOD LUCK!!!!

You should have a word with the dog warden. Dogs should always be kept under control. I have two dogs + take in rescue dogs and they have to be kept under control when in a public place. As for the woman ignoring you ... That makes her part of that non select group known as bad owner that gives us all a very bad name. hope your cat recovers.

File a report with animal control. The dogs could be labled as vicious and forced to wear a muzzle when out in public.

I would either film this next time it happens or take a photo of the woman and tell her you are reporting her. Hopefully this alone would be enough to scare her into not doing it again but your local police should be able to advise .
