I think he is saying that people are considered heros for slaying dragons because dragons are considered to be evil.

There are not many things a dragon could do to be viewed as good in the eyes of men.

It seems very clear that Tolkien meant that heroes are common, but that good dragons are very rare (most dragons are bad).

I assume that Tolkien knew how to spell heroes.

What he meant is hard to say without knowing the context.

Was this literary criticism - that in legend and fiction there are few well-developed or convincingly written dragons ?
