I would reccomend that you exfoliate with a sensitive cream once a week, to clear the pores and allow them to relax upon shaving. You should also try to use calming lotion and hair minimising lotion to prevent regrowth, wax is great and you can get facial ones, this will definitley reduce the blotchiness.

Why not try a product called magic shave, its a powder you mix with water apply to your face and leave for a few minutes.
My son had the same problem he used to use a facial scrub before shaving but still got razor bumps then we saw magic shave in the local chemist he has never looked back since worked a treat and your face feels really smooth much better than shaving have a go see what you think .

I had a similar problem. I have very dry skin and when I shaved, my skin would itch and develop shaving bumps after a few hours. I couldn't find anything that helped. I eventually stopped shaving and would only trim my beard. I let my mustache grow full because I REALLY hated the bumps on my upper lip. Last year I discovered a nutritional supplement calle OPC-3 that actually resolved the problem for me. http://www.marketamerica.com/pulse99/index.cfm?action=shopping.uoProduct&storeID=8&prodID=13007. This is a food supplement you drink and the skin problem was not my primary concern when I started taking it. My primary concern was my allergies. After a few months of taking it, not only did my allergies go away, I noticed my skin was improving.
Anyway, encouraged by the success of OPC, I tried another another product on my skin, Vitashield, http://www.marketamerica.com/pulse99/index.cfm?action=shopping.uoProduct&storeID=12&prodID=1251 and it has helped even more. Vitashield has OPC in it and it is applied directly to the skin. It uses an advanced liposome technology to deliver the nutritients to the lower layers of skin where it directly affects the look and texture of the skin.
Click the links for more detail about each of these products. I got great results and I recommend it to anyone who want similar results.

Couple of things. try shaving in a hot shower
Try a medicated foam. I think there is one called Novacol. It comes in a white or blue container. (i have used the one in the blue container and its brilliant).
Try having a sauna once a week. This opens up all your pores. I'm no medical expert, hoever your bumbs may be a reaction to cloged pores
