What you have to understand is that improving global climate is a lofty and unattainable goal. One place may prefer warming while obviously others will prefer cooler. Generally warming is beneficial but when people put their political interests and petty agendas into play, warming becomes the doom of mankind, at least as long as it can be used as a political weapon.

The government does not have to obey carbon emission standards at all or even approve of them to improve the CO2 emission rates. The government is not the one that is causing carbon emissions. Companies and individuals can take the effort upon themselves to solve the problem instead of waiting on the government to "force" them to do something.

No. and that's one of the points of contention now that the USA has finally acknowledged reality. Bush favors "voluntary compliance", both in the USA and internationally. It's something the other nations of the world don't want on the table because everyone is close to an agreement with some substance. People feel that Bush's "death bed conversion" is an attempt to get signatures on a document that will have no effect.

Busch is a big quake he started a war so he could stay president,dont believe me he has said that he gave false records to the senate an congress so he could go to war EVEN after him saying if they found no weapons of mass destruction that they would leave things alone. he even gave big contracts to companys that gave him so called campain donations.
