The rules are back to normal and require a passport for flying only. It's been that way since January. But because of a backlog in the passport office they changed the rule for the summer and required that you only needed to have applied for a passport to fly. That is what just ended.

For land or sea entry you don't need a passport until next summer. That date was suppose to be January, but was put off until next summer, and if you plan to come, you can see you have to keep watching because it changes frequently.

This is only for flights at the moment. Canadians and Americans crossing the border by LAND are still exempt until at least January 2008.

The two governments were allowing some people to fly up until the end of September 2007 as long as they had a valid birth certificate, photo ID, and a letter from the government proving that they had applied for a passport.

US citizens do not need a passport to enter Canada, but they will need one to get back into the US if travelling by air.
"When you enter Canada, a border services officer may ask to see your passport and a valid visa, when necessary. If you are a citizen of the United States, you do not need a passport to enter Canada; however, you should carry proof of your citizenship such as a birth certificate, certificate of citizenship or naturalization or a Certificate of Indian Status, as well as a photo ID. If you are a permanent resident of the United States, you must bring your permanent resident card (i.e. green card) with you. For more information on admissibility into Canada, read the fact sheet called Managing Access to Canada. It is available on our Web site at www.cbsa.gc.ca."

As of 1 October 2007, all (U.S. Citizen) airline passengers will require a passport to travel to, not only Canada, but Mexico, the Caribbean, and Bermuda. You have a break for a short time for land travel to change over (possibly 2009), but I'll bet some border crossings will start the requirement sooner.

Canada just requires a photo ID and birth certificate. It's to get back into the US that you need the passport.

The Today's show said that this is true, but I'm not sure if anything has changed since their report.
