Cardio will help to burn the fat, which will shrink your tummy and waist. Runnings the best way to tone your butt. You can do separate exercise too, but for the most time efficient way is to run, or walk uphills/stairs.
You can do squats and lunges to tone your butt also, and crunches to tone your abs.

Your looking for exercises which work your entire core and not just the ab area along with giving you a bit of cardio at the same time.
I like Hip Hop abs for that since it works more then just the ab area. It will also work the butt since you are squatting during some of the moves so it's almost like doing chair squats.
You must remember however, that in addition to toning you will also want to watch what you eat, since you don't want to be exercising and burning off calories only to pack it back on with junk food.

I know personally, I quite almost everything sugary and/or containing caffeine. Sugar and caffein cause water weight which is usually half of most peoples weight to be lost. Within about two months I dropped 2 waist sizes without exercise. Now I do crunches and side bends which is working for the next couple of inches. Now I eat healthier and drink healthier.

I've found that step aerobics is really great for slimming down but at the same time, tones your butt. Also, squats are very effective.
