Is it true that the first pup that is born is the best? Is it actually better than the rest?

Best at what? It is best at being born first---or maybe just lucky.
The first born pup does not necessarily excel at anything more than the other pups in the litter and it doesn't mean it is the largest or the smallest, either.

No, because all puppies are equally good, no matter whether they were the first ones that were born or the last ones.
