get rid of the flea collar. those are one of the biggest pet product scams ever made. get some monthly flea meds from a vet. those work the best. stuff you buy from a store doesn't really work that well. be wary of anything made by Hartz, those products have been known to poison and even kill cats

Take that collar off!
I've tried flea collars a few times, and never failed to see a reaction like you describe. And just a few months ago, an article was published about how flea collars do that to cats a lot. To which I could only think, "Yeah, Right Sherlock. Took you long enough to figure that out!"
If the rash doesn't go away in a hurry, take her to the vet for treatment. She can't be comfortable.
If fleas are a problem where you live, treat your house with borax and use a repellent like Revolution or Front Line: These products are very effective, and very safe unless the kitty has allergies.

TAKE THE COLLAR OFF! It's soaked in pesticides, and if the cat has a wet neck from rain or some such the chemicals leach into the cat's skin which it's not supposed to do. Your cat is getting a toxic reaction from it and the collar should be taken off and thrown out.
If she doesn't have fleas, don't treat for them. If she does, check first with a vet due to this reaction, and see if they recommend Advantage or if they want you to wait till this clears up. A dose of Advantage keeps fleas off for 6 weeks we've found, even in high summer. But you don't want to add another dose on top of the overdose your cat already has.

Hopefully the collar is off by now!
Flea collars do not work at all, and you're lucky this is the only problem you had. Stay away from ALL store-bought products. You can't get 'nice ones' at Petsmart!! You can only get the safe, effective ones from vets. Odd that the dangerous ones are on the shelf for anyone to buy and the safe ones are controlled.

flea collars aren't very good. Your cat is apparently allergic to the pesticide in that brand of collar. Remove the collar and get some Advantage or Revolution from your vet. It costs more, but it works and it won't irritate your cat.

Get rid of the flea collar. Go out and buy those flea drop things. You can get them at Drug Mart for pretty cheap, or you can buy the nice ones at PetsMart. If the rash is really bad, take her to the vet. If it only just started, go to your local petshop and tell them you need something to cure a rash. They'll help you for cheap.

either the collar was too tight or the cat is allergic..
either way flea collars have been proven to be uneffective and dangerous - the chemicals used have actually killed some cats and dogs.
GET RID OF THE FLEA COLLAR.
if your cat has fleas use a flea comb.. keep her inside, wash all bedding....

TAKEIT OFF!! Should be ok and heal on it's own.I have not put a flea collar on my pets for years..frontline and advantage,is the way to go.Have you bathed her recently with a flea dip?Could be over medicated,or if that's not the case,she may just be allergic to the pesticide in the collar.I would consult my vet before using ANY pesticide on her again due to this reaction she has.Good luck.

Ditch the collar. They only kill the fleas that touch it, anyway. Some cats are very allergic to the toxins in the collar, so don't use it, dispose of it safely, and use one of the topspot preparations -- Frontline and Advantage are good.
