Even if this story were true, I don't think it would do too much to end the insurgency. I have my skepticism about it, but who knows, maybe they are fielding a prototype in hopes of mass production. I would only want to know two things:
1. Does it render armor obsolete?
2. Is it ours or one of our allies'?

If this account is true (and who is to say one way or the other)
This "device" is simply another tool of war --- for --- there is nothing in the description OF it, that is not possible by well known conventional weapons ----
And, as far as "shock and awe" -- to those that are dying -- what can be any more frightening than knowing that you can die at a moments notice from one of dozens of methods --- in WHATEVER manner ??
But, to those that have DOUBT that the military have weaponry in development that the citizens do not know anything about -- and that are horrendous in nature and capabilities ---- AND that they use any and every war scenario they can get their hands into, for the research and development OF these weapons ---- YOU are simply, and sadly mistaken !! For WAR is the BEST proving grounds for new technology of this type --- actual "kill counts" are done with the testing of such gear !! Ain't war grand !!!
And, to YOU sir --- one might point out to you that the terrorists DO run --- and they DO hide (where is Bin Laden ?) and all the technology in the world can't dig them out !! They are like a cancer --- and, we, by our "kill them all mentality" are feeding them all the material they need to nurture their message to those that hate us FOR our actions !!!
There have now been three times the number of Iraqi citizens killed (notice the word "citizens" here) since this "thing" began (barely six years) than the number of ALL deaths caused in the ENTIRE regime OF Sadaam Hussein -- and we are STILL at it !!! This is something like a 25 times "kill rate" than what existed within the country BEFORE we got there !! What KIND of "liberation" have we brought here ??
And, don't talk to ME about war --- I've been there, done that, and have a closet full of T-shirts !! Those that haven't been there seem to have a "movie mentality" about the subject --- it convieniently DISTANCES them from the carnage !! The one thing that I have noticed about it though --- is that hate paid back for hate simply breeds more hate !! A military / industrial HEAVEN !!!!

It's not real. At least not yet.
What is out there is a sort of "microwave weapon". It's a beam weapon mounted on a truck, that is capable of projecting a microwave ray about 4-500 meters. It's a non-lethal weapon, intended for crowd control in near-riot situations. A person hit by the beam feels like they are on fire, and rapidly moves out of the beam. There is little chance of getting a serious burn from the weapon, since it only penetrates a few thousandths of an inch into the skin.
Last I heard (a month or so ago), there were two of these units in Iraq, there for evaluation. However, the commanders who had use of these units were reluctant to use them, apparently fearful of being blamed for another Abu Graib incident. They cited the lack of clear rules of engagement for their reluctance.
But no, there is no magical "death ray" that can melt cars and shrink people. At least not on the horizon in the foreseeable future.

Terrorists would love it. As it is now, the resources that should have gone into fixing the root causes of terrorism were diverted to a never-ending war, creating great opportunities for training more terrorists and recruiting new ones. A second folly while still trapped in the first -- the terrorists must think all their prayers have been answered.

This "Shock & Awe" concept, that must be some teen thing. No military force engages in "shock and awe". The sole concept of war is to kill more people on one side than on the other until one side surrenders.
The lack of surrender from the combatants in Iraq shows that it's not even a war, let alone any concept of 'shock and awe'. Maybe teeny boys shock and awe themselves with their imaginations about war.

I know it's sometimes difficult... but here's a couple of rules of thumb I've used... and they seem to work.
(1) If it's in the news, it's no longer secret.
(2) If it's on this this kind of site and seems questionable, it's bull stuff.
