There is a large difference between the two... the cockatoo is one of the most demanding of all parrots while the cockatiel is not nearly as demanding.
Cockatoos should really only be kept by people experienced in birdkeeping and know exactly what they are getting into. They can be great cuddly pets, when treated right. Otherwise you will have a feather plucking, screaming parrot on your hands (and they are LOUD!).
Cockatiels on the other hand are great birds for both the begginer and experienced keeper. They are low noise parrots, and can be very affectionate and playful. They still need time out of their cage every day to be with you, but they aren't demanding like a cockatoo is.

It depends on what you are looking for. Because they are such smart animals, both types of birds require a lot of attention and care. They can't just be left in their cage with a bowl of food all the time. They need social interaction. As an owner of an Umbrella Cockatoo and a Cockateil, I'll say that they birds are very similar. They both make about the same amount of noise, the same amount of mess and require the same amount of "me" time every day.
The big difference in the two birds is obviously the price. A cockatoo can be thousands of dollars while cockateils are typically only around $100. A cockatoo is certainly going to need a bigger cage as well, although having your cockateil in the biggest cage possible is always good.
Whatever you do, make sure that you have lots of time to spend with the animal, lots of time to prepare fresh treats for it (sometimes I think my birds eat better than anyone else in the house), they love fresh fruit and vegetables and because they get bored easily you need to have a large supply of toys for them. Rotate the toys regularly (every 2 or 3 days) and when they get their old ones back they seem like new again.

Cockatiels are great. I extend my finger out to it and he comes flying to me. Then hops onto my right shoulder where it stays whether I am at the PC or eating, or reading or watching TV.
At family meal times they like to walk all over the table nibbling here and there. A bad habbit. Don't let it do that !! Mine was cheeky enough once to walkall over my plate and it hated the HOT food burning its paws.
I am in love with dogs and parrots. They really are God's beautiful creatures (which is more than I can say for some people -- have you ever seen an animal "seeking revenge" , LOL ?).

Cockatiel because they are smaller, quieter, and well i am not really sure but i just bought one a week ago and it is 8 weeks old and it is the best bird in the world lol, i think cockatiels have a great personality.
