Call his owners. If that doesn't fix the problem call animal control.
Don't feel bad about it, the dog is at risk being out, and is also putting other dogs and people at risk as well.

I acquired one of my beautiful dogs b/c his former owners let him run loose constantly. He was taken to the pound at one point and they finally came to pick him up on the 10th day in the pound--most dogs are euthanized by then. Finally the "dog catcher" picked him up again and the owners were not allowed to reclaim him. He then became my dog--and I love him so much. Last I heard, the previous owners were still looking for him--they could not take care of him, but they still wanted him (?????)
Seriously, if the dog is getting out of a fence, then the owners must reinforce their fence or get an invisible fence to keep their dog inside--I live right off a busy country road and you cannot believe how many dog carcasses are laying on it any given day--most have collars. It is a very dangerous world out there for a dog.
My neighbors pits got out everyday--both husband and wife were active duty marines and had 12 hour work day. They dogs were left alone all day in the house, with a doggie door that let them out into a tiny yard surrounded by a flimsy wire fence. Of course they got out and ran around. And you know how people feel about pits--the other neighbors went loopy over it. I caught those dogs constantly and brought them home--they were very sweet dogs, just bored and full of energy. Now, they are both dead because animal control took too many calls over them, and I feel so sad for the dogs. People should not keep dogs when they can't realistically care for them or control them.

I'd talk to the owners first. Nonconfrontational, just a concerned neighbor that is afraid that the dog is going to get hurt. Of course, then, if that doesn't work and you do call A/C, they will know who "ratted them out". One thing I did with a particularly difficult neighbor, I didn't really want to talk with them....so I wrote a note, and attached it to the dog's collar. "Dear mom....I almost got hit by a car this morning, and a neighbor called me in and gave me a litle bit of food. They were so afriad that I was going to get hurt. I heard them say that they really wished you'd keep me home and safe so that I won't get killed or picked up by the dog police. Love, Pepper" Crazy, I know....but it did work for a little while. They did finally keep him up full time when another neighbor eventually backed over him and broke his leg. Kind of aggravating that it took something like that to wake them up. I think they had a good idea who did it, I'm the only "dog nut" in the area in that I actually keep my dogs confined.

If you feel bad now for not calling the owners and animal control, then think about how bad you are going to feel if the dog gets hit by a car ! CALL ANIMAL CONTROL! If it's the owners first warning they probably won't even get fined or anything , just a verbal warning and hopefully a good lecturing about the dangers of allowing their dog to wander unsupervised. For the sake of this dogs safety, please make the call !

Well, hopefully the owners of unspayed females have enuf sense to keep an eye to make sure their female doesn't get preganant or tie with another dog.
I would call the humane society/animal control and tell them of the dog that's running loose often. They can hopefully do a drop in to talk to the owners about keeping their dog under proper control.

Call animal control. Calling his owners is also a good idea. They are not supposed to let their dog roam like that. You can try calling the owners first to see what they say, and if they don't want to listen, you can call animal control after.

why feel bad about talking to the owners you could be saving them a lot of heartache if he gets run over or something?
Suggest to them that they take him for walks on a leash instaed of roaming free tell them all the dangers of letting him out alone:
he can get run over
he could be picked up by the humane society and they would have to pay a fee to get him back
he could impregnate other dogs and they will have a lot of angry people on thier doorstep
suggest they have a fenced area on thier property for him to play in the streets are not safe

I'd talk to the owners first- I wouldn't feel bad about it at all, if it turns out that they are thick headed, then I would call Animal Control. Beats the heck out of having to tell the owners that their beloved pet is dead on the side of the road.

Well the other dogs should be fixed aswell. Theres no excuse for them to not be either.
Id call the owners and tell them your concerns.
