I think you mean what is the difference between an ocean liner (such as the QE2 or the QM2) and a cruise ship.
Cruise ships are designed for entertainment and calm water cruising. Ocean liners are designed for transportation and rough water. Typically an ocean liner is capable of greater speed than a cruise ship. The two ocean liners currently in operations, the QE2 and the QM2 are both capable of more than 30 knots (about 34.5 miles per hour). The fastest cruise ships can go 25 knots (about 29 miles per hour).

You will notice that the ocean liners have long pointed bows designed to cut through the water. Also, the bows of these ships are reinforced to handle the extra pressure from the higher speed. Look at the top of the QM2's bow and you will see a "V" shaped portion designed to handle the impact of a wave coming over the bow, and forcing the water to move off the ship to the sides, so the area below the bridge does not take a direct hit from all this water.
Cruise ships look a little more line rectangles with a bow. This shape allows for more efficient use of the space. However, the short bow is not designed to cut through the water line an ocean liner's bow is, nor is it as heavily reinforced, because it is not designed for high speed nor for rough seas.
Ocean liners were the principal means of transportation between Europe and North America up until about 1959 when the 707 started to fly. Modern cruising began around 1966. The TV show Love Boat made cruising more popular and Carnival made it more affordable. Carnival's advertising, "the fun ship" made it appeal more to younger people and cruising has become more and more popular.
Now, the ships are becoming the destination. Cruise ships are designed so someone who would consider a land based resort would feel comfortable on a cruise ship, with all of its options. If you watched the movie Titanic (the Titanic was an ocean liner), you will notice that for the most part, the passengers had to entertain themselves. Today's cruise ships offer a lot more than a swimming pool and shuffleboard.
