Rubber is stretchy because of entropy or disorder.There is an important law of physics, called the Second Law of Thermodynamics which says that a system will move from a state of order to a state of disorder. Rubber molecules are polymers in a long arranged in a long chain. When it is unsteched it is in a tangled disorder. Streching it makes it makes the chains aligned. when the rubber band is let go it becomes disordered again.

A rubber band WILL break if it is stretched beyond the point of it's elasticity.
