Most of the time, I would say that the Thumbs-Up button gets misused in R&S. If someone asks a question that is not about an opinion, but are just seeking a factual, objective answer, and someone gives an incorrect answer, then that could justifiably receive a thumbs-down. But if someone is asking for an opinion or personal belief, then if that is what the person gives, then they do not deserve a thumbs-down, even if you disagree with them.

The reason you see so many is because there are so many different views and opinions on this site. Anytime someone expresses a view which is contrary to what another person believes, it's going to get a thumbs down. What's really sad is that some people get very critical of others and say some pretty hurtful comments.

I do feel they are justified. They are also "abused" I think, but they mean nothing, so who cares. Some of my best answers got a lot of thumbs down, sometimes with no thumbs up, simply because people didn't agree with my viewpoint (even when it's based on fact, not opinion). That doesn't mean they weren't good answers nonetheless.
This place is a maelstrom of conflicting viewpoints. Some people have made up their minds and are blind to opposition, and some know how to participate in an intelligent discussion. It's all good.

I'm tolerant of peoples beliefs - as much as I can be, but if someone gives a bad answer or one that is lacking the decent rules of logical and rational discourse I give it a thumbs down.
I do sometimes give a thumbs up to answers I don't agree with if I think they're thoughtful and informative.

You answered your own question! If you agree you thumbs up! If you disagree you thumbs down! If your not sure you pass it by! Pretty simple. How else are people supposed to know how many agree and how many disagree?

It is my understanding that to rate questions, those options are there for a reason!
I give thumbs up for answers I agree with, and if I don't agree, I give thumbs down! if I don't have an opinion either way, I don't rate it!
Isn't that what they are for???

Yes, I do. There are many answers - and questions! - that are purposefully nasty. As for a thumbs down for an answer one doesn't agree with ... no need to take it personally. People are different, you know.

i have never claimed to respect others beliefs. i tolerate them, and respect their right to have them, but i don't automatically respect them. if i think they're egregiously wrong, i indicate it by giving them thumbs down. i would expect no less in return.
however, i don't give thumbs down to everything that i strongly disagree with. occasionally such views are well expressed.

I agree completely - but I reserve the right to thumbs down any thoughtless, inappropriate or deliberately hurtful answers. Just as I expect to receive them when I say something stupid.
