Well he won the World Championship road race. He is a great cyclist but i don't know if he is the best. With so many different kinds of races including grand tours, spring classics, track, and time trials, I think it's impossible to define who the "best" cyclist is. Paulo is one of the best at single day races in the world.

That depends of your definition of best. Did he win any grand tours or stages? How many classics has he won? Is he near the top of pro points ranking? How many other wins did he have this year?
What is certain, he was the best at the World's.

It's debatable but there is no doubt he is a very capable rider.
I'd be more than happy if I could climb and sprint like he does.
He's certainly to be ranked among the top.
