You will need

1. A valid Drivers License
2. A Credit Card in your name with enough for the deposit. Generally the deposit is between $200-$300 or the estimated cost of the rental, which ever is more.
3. If you don't have insurance you need to purchase their insurance

If you have all of this your biggest problem is that you are under 25. Most of the major chains will rent to you, but there are some locations that will not. The ones that do will charge you a surcharge and restrict the type of car you can get. The best thing to do is go on-line and reserve a car now. This way you can usually get a better rate than the "walk-up" rate and it will tell you the restrictions.

Some to look at are: Hertz, Enterprise, Alamo, Budget, Avis

In general- you need to be 21 and have a credit card to rent a car. If you do not have full coverage, the rental car company will probably require that you purchase it from them (damage waiver). That can run 12-14 per day.

Usually you just need a license and a credit card. Your insurance won't be an issue because you should buy theirs anyway.
