It's *very* hard to tell without knowing your social maturity (age and/or experience).
From what you describe, I'd say he likes you, but is looking for a definite "yes" before he asks you in earnest. He's trying to avoid rejection, not to mention avoiding messing up the relationship.
Of course, this begs the question -- what to do about it? Are you up to supplying the courage for both of you at this point? He's broached the subject in a non-threatening way (as annoying as that may be). Can you put all your cards on the table:
"Dude, I feel like you're jerking me around. I think you like me. I like you, too -- it's cool. Yes, I'll go out with you. If that's *not* what you meant, please quit playing these games and tell me what you really mean. Whatever, we're still friends, okay?"
Does this sound like a solution? Can you do it?

He is doing that to get a feel for what you are going to say. If you dont respond positively than he pretends he is kidding. If you were to respond that you wanted to go out he would probably accept. Its hard admitting you like someone and guys are really bad at it! And flirting usually means someone is into you so your last part of that question seems silly!! lol

Sounds as if your friend is extremely reserved and shy (and not knowing how to interface with a real person) but feels open when personal aspect of communication is removed.
I think he likes you.
However, unless he can grow up enough to be able to talk to you in person, I can't see this going anywhere.

He likes you. If he dodged any questions if he likes you, that is just because he was trying to avoid rejection. Just say you will go out with him, and he will do it.
