For my firsf wedding, we went to the house of friends (two of which were witnesses although the JP would have provided a couple) and they gave us a small party with home make linked rings wedding cake. We then drove off into the sunset.
For my second, we had an appointment in the afternoon to demonstrate at an assistive devices event (for handicapped) and wanted the wedding that day (my birthday) so after the JP, we went to a nearby rotating restaurant in the sky and had a very nice lunch. We repeated that on anniversaries for several years.
In both cases we wore nice dressup and the first wife bought a nice white dress she could wear on other occasions while the second used a nice dress appropriate to the presentations we had to do.

Traditionally--like in the 1950s and 60s, say--women wore white or pastel suits with white gloves and a very short veil to courthouse ceremonies. But you can wear whatever you like, although you'd look a little silly walking down the hallways at the courthouse in some gigantic fluffy dress with a train. I'd go with a dress you love, new or old, and stay away from anything too sparkly or "evening"-looking. Just like at a larger wedding, you kind of set the pace with your own clothes. If you wear a simple dress, he'd be great in kakhis and a button up shirt. If you go with something a bit dressier he could wear his dress uniform or a suit.
Afterwards, you could have your nearest and dearest over for a potluck dinner; all you'd need to provide would be drinks for everyone. If you want to do something unusual, you might invite to a local arcade, bowling alley, or pizza joint. If you'd like something classier and more upscale, try arranging for drinks and appetizers at a posh restaurant. Appetizers are cheaper than real eats, just be sure to schedule your event at a time when people aren't expecting to be fed supper.
If you want to do something with just the two of you, try making a list of things you've always meant to do together but haven't yet. Pick a couple. A helicopter or hotair balloon ride. Take a dinner cruise on a lake or a trip on a sight-seeing train. Have dinner at the restaurant where your parents met or drinks at the bar where you met. Go to a local deli or specialty foods store and get help putting together a fantastic picnic with foods and wine you'll both love, and eat together on the beach or on the roof of your building or in your local park.
In Latin America, brides and grooms sometimes toss money to people outside of the church. You could try a twist on that: get some small gifts--king sized candy bars, single flowers, etc--and hand them out to the people you meet on the way out of the courthouse to share some of your joy with other people.

Wear whatever your comfortable in. I don't think they have any restrictions on what you can wear. I've known people to just wear a nice dress (doesn't matter what color). And then same for your fiance. Whatever he's comfortable in.
As for afterwards, it depends on what you guys want. Do you want to be alone or with friends? If you want to be alone you could have a nice evening at the house...either make dinner or have it delivered or picked up...have a nice romantic evening at the house...music...candles etc. Or if you want you could have a few of your closest friends over for a small party at your house...have food liquor...it really shouldn't be too much if there are only like 5 or so people there.

Have a pot luck ... maybe even a themed one. Have your friends and family bring different dishes. Play music if you choose. What matters most is the people you want to be part of it CAN be. This allows it to be less formal than an expensive dinner. Sounds like you don't want boring ... so is there a favorite bar or pub you go to? Could have a small "party" there where everyone pays for their own. That way if you want dancing, there's that possibility too. HAVE FUN!

You can get really cheap, simple, but pretty wedding dresses at David's bridal for like $99 or less for you. If you don't want to buy a dress from there, try a bridal shop. Sometimes they have second-hand dresses for very inexpensive. He can just wear a suit that he already owns or borrow one.
Do either of you have any family members or friends who have big houses or yards? Maybe you could just have a big cookout or party at one of their houses and have people bring a dish to pass. If they are really good friends and love you guys, it won't matter where the party is or how big it is, they will just be happy to be spending time with you.

Hopefully you have the money for a one night stay in a motel/hotel.
I don't know where you live so it is hard to suggest a place.
Lot of people in calif go to Reno or Lake Tahoe. Now with the Indian casinos all about, you might have one close to you, maybe even get a room there.
Let the clerk know your honeymooners, they might give ya a treat or announcement.
