im 17 yrs old a green card holder and not yet a american citizen how can i help him? or how can he help himself?

Wait till you reach the age of 18 so that you could request the US Embassy in Manila to give a fiancee visa to your boyfriend to marry you.

He can come here for a visit for a tourist visa or if he wants to study here. You could find a citizen, might be your relative or one of your friends to send him a sponsor/invitation letter to come the US. But he should come only for visit/ tourist visa and he should show to the USA embassy over there that he will return to Philippines and show that he is still student there.
