Plants can start growing in petri dishes, but they're going to need some room to grow very soon. Here are some pictures.

they can but they are two pitfalls.

1. space - they may outgrow the container (petri dishes are too shallow, good for germination of the seedlings, but then the lid will pop up )

2. no ventilation: when the container receives direct sunlight, the temperature soars, cooking the plant. the air humidity tends to be too high, leading to so called vitrification (the tissues are soaked with water, looks glasssy, the plant suffers and grows poorly.

therefore it is a good idea to keep plants in containers with just a little ventilation, not because the plants would suffer from lack of carbon dioxide - this cannot happen! - but because of too high humidity.

you can obtain nice glass bottle and sow seeds or plant plantlets in it, it will look cool and the open bottle neck will provide some air circulation.

The plants can grow in closed enviroment like in vials plants excrete co2 and absorbs o2 and results in formation of carbohydrates which is used by plants as food.
