Sure, many income tax provisions allow for certain credits or deductions - those would be a tax benefit.

You gave a web address for a biotech Im not sure why? If the tax provision gives a subsidy or lowers your taxes to promote economic development, investment or research its can be a direct benefit to a company or person.
Unfortunately what we don't hear in the media enough is paying taxes is good, it helps us fund our country, schools roads, police, fire department, medical research, consumer protection, student loans, back home mortgages etc... It is selfish and irresponsible for rich people to get on TV and fight for not paying any taxes while benefiting from the society the the taxes pay for.
