Can convicted felons get a passport? Even if they have done their time and are no longer on parole? Could not find an answer when I went on the State Department webpages.

Yes. Unless a condition of probation denies them one or the State Department puts them on the no fly list as terrorists, felons are not denied a passport.
Since most crimes are state law not federal and voting is controlled by the states, that is where most of the limitations occur.

While a U.S. citizen convicted felon is not barred from the United States and may obtain a U.S. passport, please understand that he or she MAY have problems entering another country. The felony convictions may exclude them from entry there. Other countries bar our people from entry, just like our country bars certain aliens from coming in.

I believe they can get a passport. I think the only lasting effect is that they can't vote.
