Neither one of those companies offer secured cards.

I suggest you start with your bank. Many banks offer secured credit cards for those of us with less than perfect credit. I bank at Bank of America and I got a secured VISA through them. I never charge more than I can afford to pay off each month and I do pay it off in full every month...by doing this, I avoid paying the interest fees.

You would be required to make a deposit to fund the card and the interest rates may be higher. However, by going through your own bank, you have a few more options and more safety factors.

Citibank used to offer a secured VISA but I'm not sure if they still do.

You can't do it. Why do you want an amex or discover anyways? There not as widely accepted as visa or mastercard...and they all use two cycle billing, which really costs a ton more in interest.
