you need to decrease your current level of body fat. abdominal training will only increase strength in that area and initially cause an increase in muscle mass for some.

you need to focus cleaning up your diet and increasing your resting metabolic rate by exercising at a high level of intensity. eat mainly low GI high fiber carbs like oats, lentils, beans, whole grain rice, etc. eat all the vegetables that you want and make sure to get enough healthy fats (min of 20% of daily cals)in your diet to keep test production normal.

make a regiment to do sit ups everyday
maybe start with thirty a day and then increase by five every couple days
also you need to burn fat in order to build more muscle
