Because Paul was a sexist. Plain and simple. You'll notice a lot of the verses regarding women submitting to men were written by him.
But do you notice that Jesus never once referenced women as inferior or should never have religious "authority over a man"? Jesus (whether you believe him to be the Son of God or not) was incredibly progressive in his mindset concerning women. He continually treated them as equals, to the point that it even bothered some of the other (blatantly patriarchal) disciples.
So the answer? Paul got it in his head that women should be below men and now we can't do anything about it since he was a disciple and thus all his words must be given to him by God.

All it refers to are that men are the ones who take the lead. Compare how many political leaders, even in USA, are men vs. women and tell me the controversy still doesn't exist today. Compare how much a man makes doing the same job as a woman and tell me the controversy doesn't exist anymore.
Anyhow, the bible gives much credit to women - someone asked where scriptures were from a woman's viewpoint - there is the books of Ruth and Ester - and the book Songs of Solomon - is all about a woman. There are scriptures that say that women are a large army. There's examples of when Abraham didn't want to listen to his wife and God rebuked him and told him to go listen to her.
When Jesus was resurrected, he first appeared to the women.

The reason that those verses say that is because the passage they were from was a letter from Paul to a church where the woman were running everything, and the men were not doing anything. Paul wanted the men to step up. In those days the pagan churches were mostly run by the women, because they worshiped female gods like ashtera,and Diana. SO Paul described the way that God's church was supposed to be run. The men were supposed to be the head like Jesus is the head of the church, but they were to treat the females with love, and according to the bible what is love- Love is patient, kind, it does not boast, it is not jealous, or rude, or selfish or etc. Love makes people equal. But too many people read those verses without realizing that it is a letter to a specific group of people, not that it is inapplicable to all people today, but there was a motive behind those letters in order to deal with certain situations. People twist those passages to make it seem like women are a lower species, or can't have positions of power in the church or in the world, but we can see from the scriptures that there were many women in high positions, pastors, evangelists, prophetesses, and etc.

Most of the Bible was written about 2 to 3 thousand years ago when it was quite normal to consider women as property, not as people. The same attitudes that you see in the Bible are also in other writings of the era such as Greek and Roman. Women such as Aspasia of Athens and Cleopatra of Egypt stand out because they are exceptions.
Problems arise from the Bible not because there is anything wrong with the book but because ignorant fundies imagine that it is an adequate guide to real life today.

The man Is the head of the house. Man Isn't to dominate a woman.
God took the rib from Adam's side not his foot. A man & wife are to be In submission to each other. But the man has to answer to Jesus Chirst as Jesus Is the head of the church. The Man Is to consider his wife's ideas & opinions and they are to reason together. The man Is the Head of the Household.But the man Is held In accoutablity for his household,according to the Bible.

no actually thats not what its saying. its merely saying because of man's imperfection and not worshiping God the right way he would have that sort of domineering spirit. Even women can be that way too. so no the bible does not say that "man" would be the only one doing that because women can be that way too.

The man is the head of the household. It's been that way since the Garden of Eden.

Unto the woman he said, I will greatly multiply thy sorrow and thy conception; in sorrow thou shalt bring forth children; and thy desire shall be to thy husband, and he shall rule over thee.
In the Bible this was part of the curse because Eve ate the forbidden fruit.

The Bible was written by rich powerful men as a tool to maintain their control. By reducing women to property they eliminated half of the people who might try to gain power, which would reduce their own.
In one word: politics.
