You should list the bible verse when you ask a question like this, or you'll be perceived as a snob. And you should explain what the sam hill they're talking about, especially if the verse isn't in clear recognizable modern English.
For example, here's the verse you mentioned:
25:11 When men strive together one with another, and the wife of the one draweth near for to deliver her husband out of the hand of him that smiteth him, and putteth forth her hand, and taketh him by the secrets: 25:12 Then thou shalt cut off her hand, thine eye shall not pity her.
As far as I can tell, it says that if two men are fighting and the wife of one grabs the penis and testicles of the other (assuming that the other guy appears to be winning), then some third party should intervene and cut off her hand (I guess the hand doing the grabbing).
This leads me to think:
WTF is meant by this nonsense?
And why (in the name of all that is good and holy) should I give a %(*'s &$???????
This is a sterling example of why it is a waste of time to study the bible. Nothing there is relevant, except in a never-never land that usually gets constructed by 'interpreters' to explain the drivel in question.
I'm not irreligious, but I'm beginning to understand why some people are.

That is part of the Mosaic law, meant for a specific people, at a specific time and place. Only the nation of Israel (Old covenant) were under these laws. Christians are under grace, not law.

Jesus Christ did away with the laws of Moses
Some of the laws of Moses, are part of our laws to this day, put there by man.
We only have to obey God's commandments.

atheists have little to no understanding of the Bible. can you not understand the O and N testament? if you did you'd most likely be Christian.
