Trust me everyone knows you are shaving. The baby 'bum' fluff that was there is now gone, obvious. Have you spoken to your sisters about getting you your own shaving gear? If so, Mum and Dad know. Actually, you are lucky your family are not saying anything as being made fun of when moving into early adulthood can be horrible.
Just talk about it with your Dad first, eg since I am now having to shave do you have any tips on how to do it so I don't cut myself too much? Is an electric razor better than blade, disposables better than safety razor.
This part of your development into manhood is fun right now, trust me in the future you will probably wish you didn't have to shave.
Good luck

Dude, seriously, that's nothing to be ashamed of. Pretty much every guy shaves, it's a rite of passage and, honestly, the least embarrassing thing about puberty. If a parent asks, just tell them. Your dad will probably be proud that you're becoming a man.

are you a male? if you are there is nothing to be ashamed about
my brother was in the same situation as you. just go in the bathroom and shave, what are your parents going to think when you have a shadow where the hair grows but never magically grows? LOL you don't want to look like a caveman

It's not that big of a deal. I'm sure they probably guess anyway. Most guys your age are already shaving.

It's nothing to be embarassed about. Why do they HAVE to know? They'll figure it out on their own. Everyone shaves.
