For scripting/coding, I like ActiveState Komodo Edit. For design work, NVU. Both are free, and of such high quality that I use them even though I do OWN Dreamweaver (for those few clients that absolutely insist upon it)....

Dreamweaver - i am using it for 5 or more years. It is very, very good tool. If you are total beginner you might build your first website with Online Builder, but if you want to build a website like a pro, than go for dreamweaver.
You will need some time to figure it out, but there is a great book called Dreamweaver in 24 hours or something similar. It explains everythink!
There are also other builders (Frontpage, NVU, BlueVoda,...) but they do not come close to dreamweaver.
You must know that Dreamweaver is now part of Adobe corporation and they spend looots of money on research and development of Dreamweaver so - they are very updated on what the market and users need.
I can say with confindence -yes Dw is the best software to create a website!

Dreamweaver is the best software out there in terms of features, beating FrontPage (which has been discontinued and replaced by MS Expression Web) and other competitors by a fair margin.
BUT... that doesn't mean it's the best software for you. It's the most expensive of the HTML-based page-building programs (though database and PHP apps are generally more expensive), and you might be able to find something cheaper that does everything you want. For example, KompoZer is a free download that many people use very effectively for building basic pages. http://kompozer.net/
If you learn HTML from scratch, you don't even need a page builder: you can just code in a text editor like Notepad, which is about as free and uncomplicated as you can get.

Dreamweaver, Frontpage and "Professional" cannot be used in the same sentence. These IDEs generate an awful code that is not even compatible with all browsers. Photoshop, Notepad++ and experience is the line of professionals.

Dreamweaver and Microsoft FrontPage, are just some popular ones. You can find more on www.download.com, it depends on what kind of site you want to make that gives you an idea of what software to use. Hope you find something that helps!

Its probably the easiest I ever worked with, the best free software is probably Notepad, but thats all coding, try openoffice.org for FREE HTML Generator.

If you're hand-coding HTML (believe me you will want to), then check out Jedit. Its a great general purpose editor with loads of plugins for customizing it, especially the Superabbrev plugin. It makes hand-coding a snap.
