For a rifle I would get a Savage bolt action .22 and for a .22 pistol I would get a Ruger Mark II or III. I prefer the Browning Buckmark pistol but this gun gets expensive if you buy the best versions of it ($500 after tax!). Most states do not require a gun license to buy a gun. .22 shells run from crappy, dirty plinker rounds for a little over a dollar a box to premium rounds that can be as high as eight dollars a box. I only shoot .22 in the $2.50 to $5.00 range (middle shelf stuff that's a lot cleaner shooting).

You have to be 18 to buy rifles and shotguns/ammo, and 21 to be able to buy handguns/ammo. This is a federal law. There are also local laws which says how old you have to be to own guns. Some locales require you to get a firearms owners ID card [FOID]. Some require gun registration, like NY city. Check with your local authorities. You didn;t say whether you want a handgun, or rifle. .22LR handguns are about $225 and up. You can get a super reliable Ruger 10/22 rifle for about $200.

You must be 18 to purchase a rifle depending on what state you live in. These rifles are available for purchase by most any local Gun Dealers in your area.Dick's Sporting Goods,Sports Authority, Cabela's,Bass Pro Shops, Wal-mart etc.
I would recommend the Ruger 10-22 semi-automatic rifle to beginners. They run about $179-$200
Ammunition costs around $1.79-$2.50 per box of 50
Only some states require a FOID card (Firearms Identification Card) to purchase rifles or shotguns. Check with your local Police to find out the laws and regulations for ownership and possession in your home area/state.
