They sell a tool at the hardware store made specifically to make cuts and dings on wallpaper. Use that, then, using a sponge mop, mop hot soapy water all over the wallpaper. Let it sit for 10 minutes, then you should be able to scrape it off with a scraper.
Makes you think twice about wallpapering.

The best way to get wallpaper off a wall is to follow these steps: 1. Use a scoring tool (it looks like a pizza cutter with spikes) you can get one at any home hardware store for peanuts. 2. Run the tool every-which-way all over your wallpaper. 3. Fill a spray bottle with blue windshield washer fluid and spray this all over the wall. Wait 10 minutes. Sray a second time and wait 10 minutes. 4. Peel and scrape the paper off the wall. It comes off easily. Don't use fabric softener like some people will tell you to. It's slimy and hard to get off the walls after and if you want to paint, it'll keep the paint tape from sticking to the wall and your latex paint won't apply properly. Enjoy your new wall!

If the wallpaper has a vinyl coating on it start at a seam corner and peel as much of the top layer off as you can, spray the backing of the wallpaper with hot water and downy and let set a few minuets then re-spray and scrape off with a putty knife when wallpaper is removed wash the walls down with TSP to remove any wallpaper past residue...time consuming but it works.

I've used all methods it seems - but the one that worked the best for me was scoring all over with one of those paper tiger things and wetting it down with Down fabric softner and water mixed in a bucket. I let it set for about 20 minutes then start peeling it off.

Use a spray bottle with very hot water and some dawn dish washing liquid to wet down the wallpaper. Start at the top and spray generously. After it soaks through, gently pull down. Spray again if necessary until paper loosens up.

Just get a wet sponge or something and rub against it. It might get messy so make sure the floors are covered up. Then peel slowly.

Go to Home Depot, or your hardware store,
& rent a steamer to remove wall-paper.
They'll also show you how to do it.
