I agree with the other postee that clinical experience is needed before going into an administrative position which can include case management and consultation. One can think of it the same way as a social worker or clinical psychologist and the person needing to get the clinical and collaborative experience with the ability to collaborate with colleagues before moving up to management or opening up a private practice.

Unless you've already worked professionally as a nurse 'in the trenches' you're going to have to start in a mid or entry level position in Clinical Nursing, even though you have a Master's already. If anything, just to build credibility points with a potential employer. I suspect you already have experience, though, since you don't see many nursing Master's programs that accept candidates that have no work experience in the field at the Baccalaureate level.
At the end of the day, though, even with the experience, it's all going to depend on the competition you are up against at job interview time. There are lots of other nurses looking to get that same administrative job. Many with extensive supervisory experience, in addition to a degree. How do you think you might stack up?

Maybe, but a lot of hospitals prefer their admin people to have practical experience..You may prefer to take a Masters in Hospital Administration rather than nursing after you complete your RN..may make it easier to get into an admin position..
