For fear of rejection. Emotional anxiety overwhelms the courage of forwardness. To prevent the person to whom which this expression of desire is directed towards from being able to see the reaction of another when those words are spoken and a response is made. In other wards its a form of preservation of ones feelings. Insecurity.

A lot of girls are shy when it comes to talking about something like that to their boyfriend. Some girls aren't though, so they do say that in person to their boyfriend.
And I'm assuming you're talking about girls...?

Because "I love you" said to a woman means marriage while "I love you" said to a man gives permission for sex, both of which involve a future commitment.

sometimes people just feel like once they say i love you...it becomes too real for them and they start to feel trapped. its all about them not being able to commit to a relationship.
