Yes it could - Im one of those lucky people that can literally get poison ivy by WALKING by it. I used to get it horribly , mainly because id go tromping thru the woods behind my parents house and come back scratching.
Poison ivy contains an oil- its this oil that causes the allergic reaction - similar to if you eat a super hot chilli pepper- it isnt the pepper- its the oil inside - after eating a hot pepper, they say dont touch your eyes- because the oil will burn your eyes as well.
I dont suggest scrubbing the infected areas- thats the best way to spread it. The way i delt with it was to use alot of calamine lotion. Ive herd other ways to get rid of it - but the tried an true method is : dont scratch , a ton of calamine lotion, and time.
Id suggest taking a quick shower, and always take the towels
to the washing machine- DONT reuse them.

If you wash off the offending oil, you will be okay. However, contaminated clothes may spread the rash and these need to be washed as well.

Only if you break the blisters. It is best to keep it clean...
