Some DVD Recorders with digital tuners are not capable of outputting true high-definition content from ATSC signals. It seems that they down-convert the original high-definition signal to 480p and then it up-convert it to 1080p. The down-conversion appears to be necessary for DVD recording purposes.

How can I find a DVD Recorder / VCR combo deck with an ATSC tuner that will deliver true HD content to an HDTV monitor from live OTA HD digital broadcasts?

You can't. There aren't any.

The DVD standard is for standard resolution only, so you can't record DVDs in HD.

It's not likely that you will see any recorders that pass through the HD signals for live display. This is not a technical limitation, it's just that doing so would add cost to the recorder.
