Can any dog be socialized to be around other dogs and / or people?

Yes! The Dog Whisperer is proof of that. He has lots of the ever hated pit bulls in his dog pack. Some of them are rescues from dog fighting rings at that.

Absolutely!
Depending on the dog, their age, and their past history, any dog can learn to be comfortable in the outside world.

If it's an older dog, then you will need to take is slowly if the dog has been traumatized in the past. Start by getting the dog outside of their home turf, but in an area where they are not very close to others but can still see them. Once the dog is comfortable at a distance, then move a little closer. As the dog becomes comfortable at a particular distance and amount of people/other animals, move to a more crowded area or where they are closer together. Do not force the dog to be in the middle of things from the beginning, let them get accustomed at their own pace.

Also, if the dog is shying away or being aggressive towards another person or animal, a common thing for folks to do is to try to comfort the dog, they will pet it, tell the dog "it's okay". This should not be done, as what is happening is the dog is being told it's okay to be shy or aggressive.

If the dog is shy, don't do anything - let the dog take things at their own pace.

For young puppies, socialization is key at an early age. What the dog sees, hears, and experiences when they are 2 to 6 months old will shape their entire adult life. Early socialization is a must if you have the dog as a puppy.

This depends on what you mean to socialize. If you mean learn not to be afraid of new things and tolerate all types of people and dogs, than yes any dog can be socialized.
But if what you mean by socialize is for the dog to play with other dogs and be friendly to all people than the answer is no.

Well, the answer is that there may be CERTAIN people that can socialize ALL dogs around people and other dogs, but the majority of average people cannot socialize every dog around people and dogs. If they could, we would not encounter poorly socialized dogs like most of us do on a almost daily basis.
